Yes, I think XML File is the way to do something like that. But it's very hard to build your solution on that functionality. How could you be sure that your master data is the same in both databases? How will you solve an automatic import/export? There are several technical questions that have to be clarified beforehand. And there are even some questions concerning the legal point of view of the situation.
So, I would say it isn't impossible, but not without a careful preparation. It depends on so many things... I think that's not a question that could be answered in an easy way in a forum.

This is std NAV. When you setup intercompany, you can select a different Company within the db or you can setup to a folder, and NAV will create the xml file.
If that folder is shared, in other database you can import the xml file and process it.
