Generaling PDF with Overlay for Web Service use

We have an application that prints Invoices. For local printing, we print them with an form overlay to simulate using a pre-printed Invoice form. For web services printing for a browser user, we are currently using SAVEASPDF, but with no overlay, so the output is not customer friendly. Any suggestions for how to print to PDF with an overlay included and pass the (hopefully more attractive) result to our Web Services user at their browser?

May be you can use some script to combine the created PDF and the overlay? There is no way from NAV by using standard way (only you can add the overlay into the report layout, but...).
