Control printing process

Hi,
I want to ask how to control the printing process so user can only print 1 copy of document and they only can print it to the printer. Because we are using windows printing not direct printing to the printer.
We have a problem of document abuse (Delivery Notes that has been print more than one).
Maybe if you see my attachment you will understand what i mean

so change the user security type in the windows OS (win 7?). do not give administrator access to the user, so you can set the behavior with spooling / printer.
But delivery notes normally need signature, and who sign? if it's the same person who prints it, you can change the procedure.0
