How to choose which version of NAV to install?

Hi All,
I have below use-case in front of me and i am unable to decide how should i start with.
Please advise.

One of my customer has its headquarter in UK and sales offices in India, Canada and Australia.
At present the customer invoices all its sales from UK office only and is currently using NAV 5.0 W1 version. Now the customer want to upgrade to NAV 2009 R2 and also want to do invoicing separately from each of their sales offices

To achieve this, i have analysed the following alternatives:-
1. Upgrade NAV 5.0 W1 to NAV 2009 W1 R2 at UK office. Install NAV 2009 W1 R2 at each of the sales office. Each of the four offices will use W1 demo database separately.

2. Upgrade NAV 5.0 W1 to NAV 2009 GB R2 at UK office. Install NAV 2009 <country version> R2 at each of the sales office. Each of the four offices will use <country version> specific demo database separately.

3. Upgrade NAV 5.0 W1 to NAV 2009 W1 R2 at UK office. Install NAV 2009 W1 R2 at each of the sales office. Each of the four offices will use <country specific> demo database separately.

4. Upgrade NAV 5.0 W1 to NAV 2009 W1 R2 at UK office. Create and setup new company for each sales office within the NAV database at UK office. Allow all sales office to access their own company from the UK office.

Option 1 says install W1 version with W1 demo databases separately at each office
Option 2 says install <country specific> version with respective db separately at each office
Option 3 says install W1 version with <country specific> demo db separately at each office
Option 4 says install W1 version with single W1 demo database and separate company for each office

If i prefer to take advantage of localized version then i choose option 2 but it requires 4 different types of installation specific to each country.
I am not sure if option 3 will allow me to access country specific database from W1 version.

If you have any other option which is best suitable for the above use-case then please guide.

I am in confusion and don't know which one should i opt for.
Please help.

    Localisation is normally only in the objects: which means that database/client country specific is actually the database only that is country specific. The different installations are meant for the different languages.
    If the sales offices have a local VAT-number, and have to report to the local government, then
    I would suggest to install nav 2009 r2 <country version> on each location. Each with their own database and synchronization to the UK office.
    If there are no VAT and/or reporting issues, use same db as in the headquarters.
    Synchronization should circumvent any problems with the differences in databases.
