Stylesheet and Office Small Business

Greetings,
we use the Style Sheet ToolW11.0 to generate word documents with data from Navision (2009SP1)
with Office 2007 and Office 2010 it all works fine, but on one PC with Office Small Business 2007 is not.
The stylesheets can be generate correcly but it ain't able to open the word document model for editing
Error message is:
Could not create an instance of the OLE control or automation server ecc...
this occurs when the codeunit tries to CREATE the MergeHandler object:
CREATE(wrdMergefile);
It seems that Small Business edition dosen't have a piece of the automation objects or missing some controls, is this correct? anyone ever experienced something like this? any idea of a solution without having to install a complete version of office?
like manually install the correct DLL/OCX components on the machine?
