Report-How to insert blank lines

I want to design a report where I want first 10 records gto be displayed n first page.If the records are 11 then on first page it should show 10 records & on next page it should show 1 record along with 9 blank lines inserted.I have used the Integer dataitem for the same.
But I am unable to achive the result.Please help me

do you want to print nine blank record before 11th record or after it on 2nd page?
I want 9 blank lines to be printed aftre the 11 record shown on the second page
