How to needed: Textbox on Image without text being covered

I want a textbox imposed on an image control on a report. But no matter what I do, the image always covers the textbox. Am I missing a simple setting?

In my version - I simply view the report Section.

Add the pic - Add the textbox on top - & make sure while the textbox is selected to
choose Format-> Bring To Front.
