bitmap causes classic to crash, but ok in RTC

We have a bitmap logo that once loaded works fine in RTC.
In the company info form in Classic, it fails to load the form with a lack resources error. Used in a report, it causes Navision to crash.
The bitmap is 254K with color. Even a smaller version causes the problem.
This is using 2009 SP1.
I saw a report of a similar problem in Attain 3.1 that was fixed. (Along, long time ago.)
Any ideas?
