From File > Database > Information > Sessions tab, you can see how many people are logged on. You can drill-down on the number to see who is logged on and F4 will disconnect any selected user connection.
Can we track, how many people cannot get in navision because of no more user licenses.

You cannot track someone, who was not able to login. There is no way how to react to this. You can log who was logged in and who was tryin to log in (if you are on SQL) and you can compare this somehow...
