Form 8601 and Office versions

Hello,
Could anybody tell me the Oldest Office version that Form 8601 needs (with NAV4.0SP3) ? I've tested the form with Office 2000 and I get an error saying that the Open member doesn't exist but if I use Office 2007 everything works fine.
