Promoted Action Categories with TransformationTool

I want to add a new category to the action pane. I found the following information in the msdn:

In the transformation tool I can promote actions filling the Action Type with "ActionItems" or "Report"
Input -> Add -> New Promoted Action -> [Action Type] -> ActionItems
But where can i add new categorys and move Controls to it? Is it possible?
