Charges loading at GRN stage

Hi,
In Nav 2009 IN version we can load the charges in inventory value at GRN stage by structures. Can I do it in Nav 4.0 SP3 IN version where there is no hot fixes loaded. Because in my database which have Nav 4.0 SP3 IN, whenever I going to load the charges in inventory value it's not happening in GRN, but it's loading in Invoice stage. Can you help me what is the actual cause for that and what will be the remedies?
