Form-C not select in sales order/inv.

Hi,
We are using NAV2009SP1. We have made Central Sale agst. Form-C, but in invoice Tax information tab Form-C not select in form code. In state Code Form-C already select and all the setup is define but inv. not select Form-C.
Pls help me
