Does Microsoft sell MS Dynamics in Iran, Sudan and Syria? (not expecting country locaalization..even a W1 version would also do)

Are there certain countries you cannot ship Microsoft products to?
Yes. In general, Microsoft products may not be exported to Cuba, Iran, North Korea, Sudan, or Syria.

Not Microsoft's decision BTW, it is forbidden by American law.

If you have server and clients running in another country maybe you can use remote access via terminal server like Citrix XenApp.
