Importing and exporting without excel

Is it possible to import and export excel files without excel or office installation?

If you use Excel 2003 Prof or above you can open and save Excel XML Files. So you can import/export as XML File in Excel style. Build a spreadsheet in Excel and save it as XML file. Now have a look with a texteditor inside the file and check what you have to do.

Wouldn't it be easier to use CSV files which can also be opened with Excel?
