How to create your own blog?

Hi there,
I'm thinking of creating my own blog. But I don't know where to start. On the one hand I want my own little web site where I can do whatever I want. On the other hand I want that as much as possible people could participate, thus a well known web site that offers the possibility create your own blog might be better.
Topic will of course be my work. Not only NAV, but sometimes it could be.
Please share your experience with me.

My question tend not to a technical point of view but more to the form and content of a blog. What is your blog about? What's the target of your blog? Where would you set the border? Which persons are you focussing? ...
