1. There is a granule that allows license per database. This will allows license to be stored in each database.
If you don't have the granule then it's at the sql server level.

So if we install the service tier on each local machine, does that mean you get unlimited user sessions?

1st. each service tier requires a license.
2nd the service still checks how many people are logged into the SQL server. (checking/ enforcement )
