Mulit-level production planning with MTO

Hi
I have problem with planning my production.

There are 2 Items A and B.
Item A have a BOM where is line with item B and Quantity per Unit 2 pcs.

Items setup:
Replenishment System: Production Order
Manufacturing Policy: Make-To-Order
Reordering Policy: Lof-for-Lot
Include Inventory: TRUE
Reservation: Optional

Item's Inevtory:
A=2
B=3

Now I have Sales Order for 10pcs of A item.

I run Calculate Regenerative Plan in Planning Worksheet only for MPS and system gives me line with 8pcs of A Item, which is correct.
But when I run MRP system create line for 16pcs of B item. Why B's Inventory is not included in this calculation?
Is there a method to have multi-level Prodcution Orders and plann all it lines?

Because I think you have to set for item B:

Manufacturing Policy: Make-To-Stock
