    We need much more information:
    - How many user?
    - Which Server? C/Side or SQL
    If Server is SQL
    - Why Developer Edition?
    - Which SQL Build is running?
    - Where is the database, how many disks, Raid Level, how large is the DB
    - Where are Master, Temp DB? How large is Temp DB
    If DB is CSIDE
    - Where is the database, how many disks, Raid Level, how large is the DB, how many files, on how many drives?

    Which NAV Build?

This is to only name a few. There are much more parameters.

I highly recommend to search MIBUSO for "Performance" or maybe "SQL Performance" and you'll find gazillions of advices, tips & tricks ...
This is a frequently (actually permanently) discussed issue, and degraded performance could have plenty of reasons, thus plenty of fixes might be available ...
