"Open in New Window" function by default.

Hi community, does anybody know how to make "Open in New Window" menu active by default in the RTC? I mean after choising Department when you click on a Navigation Pane menu item it opens in the embedded window in the work area. But I would like to open it as popup window like task pages. Question is - isn't the problem somewhere else? Why you need that? The department menu is there only for exceptional access to some items you need once per long time. If you need something open from there often, just add it into your menu and you can use it in common way.

I am afraid that there is no way how to change the default action in this version.
