In NAV2009, Is it possible SalesTax Recoverable & VAT Recoverable with Tax Setup in indian Localization (Same State).

You must be looking for CST recoverable. CST recoverable is applicable in special cases (SEZ, 100% EOU, Backward Areas) and NAV standard does not cater to such scenarios.
