Component Forecast not being netted (Manufacturing)

I have been looking into a way to plan a yearly prognosis for a specific item so that 65 % of the yearly prognosis is produced during winter and 35% during summer.

My idea is to use Production Forecast for this but I am puzzled by how the component forecast works. I cannot seem to get the component forecasts to be netted against my parent sales item forecast (or parent item production order).

Setup:
use forecast on location = true
components at location = DEFAULT
combined MPS/MRP

Two items: 168-011 (component, MTS, Lot-for-lot) and 174-102-01 (parent, MTS, Lot-for-lot)
Two rows in production forecast: 168-011 (5000 of type component forecast on date 10-10-01) and 174-102-01 (5000 of type sales item forecast 10-01-01)

These two should be netted against each other so when running planning worksheet I get 5000 of 174-102-01 and 5000 of 168-011?
Feel free to suggest any other way to solve this problem. I have been thinking about creating simulated production orders but perhaps not the best idea

EDIT: I am using NAV 2009 with classic client
Navision developer
