Authorising and logging the work date in NAV 5.0

Hello,
1. Is it possible to separately authorise the maintenance of the NAV working date (menu "Extra" --> "Work date") to a specific number of users? E.g. via users and role permissions?
2. Is it possible to activate the standard NAV change log for changes in the work date?
