Prevent Users of changing Report Lists

Good day to everybody.
Can u help me please ?
I'm trying to prevent some users of making changes (delete or edit) in the reports Lists (for all modules).
I found that there is a "Reports - Modify" form (number 281) but i cant find in what permission is.
With the "All" permision any user can delete objects from any report list.
How can i stop this ?
