Planning Worksheet, MPS not Generating Prod. Order

Hello,
When I run MPS/MRP in the Planning Worksheet, Items that are set as Replenishment System = Prod. Order are showing up as Order Type = Purchase, not Prod. Order. Both the item card and the SKU for this item are set as Replinishment System = Production Order.
I tried different Reordering Policies, didn't make any difference.
I also tried all the exact same settings in a Cronus database and it worked fine, so it must be a setting somewhere, but I am at a loss.
Anyone seen this before?
