Problem with make-to-order manufacturing policy

I am having a problem with item which manufacturing policy is make-to-order. When i am using planning worksheets
to make production orders from sales orders, the system should generate one prod. order which has all the other
subassemblies in it's lines that are needed to produce the final product. Instead, the system generates one
production order for the finished product and then one extra order for the manufactured component which has the
other prod. order lines in it.

Manufactured item consists of three items and all items have certified Prod BOMs and routings:

Item 1: finished product
manufacturing policy: make-to-order
Reordering policy: order

Item 2: semifinished product
manufacturing policy: make-to-order
Reordering policy: order

Item 3: semifinished product
manufacturing policy: make-to-order
Reordering policy: order

In order to make correct production order in planning worksheets, i have to use "refresh planning line" - function
to the finished product that the system is able to combine all the manufactured components to the correct
prod. order. line.
