vat package 2010 - only italy (?)

hi everyone, i am applying the vat package for 2010 (2009SP1 version) to some companies, and i've found strange differences with the base version:
1. documentation in the italian localization is present:

2. Several actions that was set only on the lines of a document (for example page 5900 - service order, and page 50) in 2009sp1, are now set on the header, TOO (pretty useless, as they don't work properly if they're bound to the line)

3. Caption of objects missing

Did you notice some of these strange things, too?

Having been there it seems to me that these are beginner's failures. The documentation part is MS internal (for all countries except CH - Switzerland) and should have been removed before release. With major releases this is done automatically by the build system. With updates like this it should be done manually. More or less the same applies to the captions.
