Web using with NAV Webservices

Hi everyone,
We have developed a Dot net application which invokes NAVISION web services. We want to use the application over the internet. I have some below queries
1)Is NAVISION license has to be updated?
2)How can design user authorizations?
Could anyone help me out, by providing the related documents or website URL’s.
