Converting 2.6 to 2009SP1 via 4.03 GL and AP only

The conversion from 4.03 to 2009 does not seem to touch General Ledger and Accounts Payable if none of the other functional areas are used. (No items, no resources, no jobs.)
It seems like I could bring up the 2.6 database in 2009SP1 and run the 4.03 upgrade steps and have a fully converted 2009 database.
Am I missing something?
