Error on starting Database Server Manager of Dynamic NAV

I am getting an error when i am trying to start the "Database Server Manager for Dynamic NAV" Console from Administrative tool.
I am attaching the error screen shot.
I have tried this with NAV 2009 sp1 on Windows Server 2003 Sp1
however the service is running, i have checked with windows services.
Due to this i am not able to configure Native Database Server
Can anybody help me

Can u please explain the steps, i have gone through the installation and configuration tutorial but i am not able to fix this issue.
