TCP/IP ERROR

Hi guys i´m having this problem:

The Tcp/ip connection's 'host' is not answering (TCP/IP error ECONREFUSED) when the user try to acess to Dynamics NAV database.

The PC is running Windows XP, Firewall is off and the Database is located on the server.
On the database open window I try to change the name of the server by this IP and the problem remains so i not configure the hosts file.
On Administrative Tools i create an ODBC connection and the test works fine.
This is the only PC on the network having this issue.

Can you help me?
