getting an error while creating a NATIVE Database.

Hi all,
i am getting an error while creating a NATIVE Database.
I am using Windows 2003 Server Sp1.
Error is:
You cannot open another database or create a new database because the database was opened on the server with the program property database=<database name>.
To choose another database, you must start the server again with the same program property and specify a different database name.
I am not able to solve this, can anybody suggest me the solution.
