Nav 2009sp1 STX error

I have strange problem regarding the stx files.
I translated the stx files to Japanese, and ask someone to compile it and it succeed.
Then I put my stx to the Nav program folder then run it (while my regional setting is in Japanese), I got below error message
You cannot enter ',ﾆﾇ,ﾐﾑ,蒟,鉅,・' in CaseTable.

The Funny thing is I enable to use the stx file when I change the regional setting to English (US), although I change the setting under English (US) as the same as Japanese setting.

Have anyone face the same problem? Or if you have any suggestion, pls help me.

Who on earth has compiled that stx file for you? That can only be done with a very special Microsoft license. The person who has done that is either working for Microsoft and should give support or has worked for Microsoft and is doing something very very illegal.

Have you purchased a proper NAV license? Then go to you partner with this.
