Cannot access Web Service with other user id

We have installed the Navision in our development server using Domain Admin id after that we published the web services but the issue is when we have created a local admin id and trying to access it using that user id, we are not able to access the wsdl file. Is there any setup we need to do on server to make it accessible to other users ?
