Does your VAR charge for generating a license?

Hi everyone, I had a question on behalf of my current client. Since MS changed their system for generating licenses, the last request we made for a 2009 license took some back and forth with the solution center to get a properly working license. The first one didn't even have the 2009 version listed, later ones created various permission errors on startup. They finally opened a ticket with MS and got us a working license. We have now received a bill for the time the Office Administrator used in getting us a working license.
The partner I previously worked for wouldn't ever charge for something like that, and it seems extraneous to me. I appreciate input on this, especially from partners.

We will never charge for something like this....... More so when the client is paying the AEP.......CA Sandeep Singla

We would never charge for this and in my opinion when the customer orders a license, they are ordering a working license so shouldn't be penalised if it takes extra effort to get one.0

Nope. Would never charge clients for something like this.

Another question is what is going on with Microsoft licensing. They have been unable to generate developer licenses because of bugs in the new software. What type of programmers cannot get a license generator to work? What type of management allows the previous system to be thrown out before the new system works? What type of management allows problems to remain unsolved for so long?
