Time gap for NAV localization

Now it's more than a year already, that most of the world have been having fun with lots of new features of NAV 2009.
Russia (not only, I think) should wait for its localized version till the second half of the next year.

How do you think, is it normal to have such a huge gap? Almost two years, isn't it too much for a software product?

Though with Feature Pack on the very next day to fix the compilation problem in SP1
