Tools, Translate, Export (greyed out?)

I'm trying to export the translate.txt file...
Usually, I would open Object Designer, click All, select all, Tools, Translate (but the 2 menu items are grayed out)?
Is it a license thing? I am using a developer license...what else could it be?

Is it not a matter of having first selected an empty line (at bottom of object designer objects list) before pressing Ctrl+A to select all records?

Thanks for the tip, but that doesn't seem to help. I've never had to do that before (usually I just click anywhere and CTRL+A), but I thought I'd give it a try anyways...
I'm having the problem in 2009 SP1 Classic, but I also tried in 5.0 CRONUS and still greyed out - maybe it is my license? hmmmm :-k
EDIT: it is my license - I was using something totally wrong...sorry, sorry.0
