NAV2009 RTC and user rights setup tool

For the Classic Client there is a user right setup tool in the download section available.
Does anybody know of a way to 'collect' user rights, using the RTC?
I would like to collect user rights by playing some scenarios in the RTC, just like the way the CC usre rights tool did...
