It is all in doc. Visual Studio 2005 or 2008 Express (as a minimum), but you need to reinstall NAV 2009 after that to include the Report designer tool for VS.

i did same as u said.. i uninstalled Nav.. installed Visual Studio Express 2008.. then reinstalled NAV.. still same problem!!!
