There is a parameters "validate budgets" on general ledger parameters form in AX 2009.
The online help explains like "If this check box is selected, ledger budget validation will be executed as specified for the account in the Chart of accounts form.
"
My understanding is if I selected this option, system will validate the actual amount against budget for cetain COA when I create generanl journal lines, then give me some warning.
For example:
I create one budget module A, and enter budget amout 200 for COA 1001 with day 12/20/09.
Then I create one general journal lines with COA 1001 and amount 260 at the same day.
Whatever I click validate or post lines, it's okay. System didn't give me any warning evenif the atcual amount exceeded the budget.
So Is it my understanding wrong, or I missed some configuration?

You are right, my understanding is wrong.
I got it. That option will let system validate the rules of COA setup when you enter budget amount, for example, you setup currency validation list or dimension validation list for certain COAs.
For the Allocation , reduction keys or cash flow defined you said, I'll do some test.

I had another question that you said "AX just limits the crossing of sign.", so the question is that does AX limit the crossing of sign of transactions which from sub ledger against the budget ?
For example, the packing slip account, when we post invoice on purchase order, AX will generate the opposite packing slip transaction to reverse the packing slip. If we enter budget for this packing slip with postive amount (debit amount), does AX limit this?
