Permissions Issue with Posting Consumtion Journal

We changed Insert,Modify, Delete on the Item Table for our production manager from yes to indirect. All seemed to work for a few weeks, then today, the only way to get said user to post the consumtion journal is to allow modify on the Item Table, syn security and all it good.
I am at a lose as it seemed to work, and the production manager can post the output journal, just not the consumtion journal.
Pretty close to just giving Full permission to the Item table. Whole issue is a war between Engineering and Production.
Any help would be great!!!!!
