Subcontracting Worksheet - 2 orders for 1 routing line?

Hi
I got problem with Subcontracting Worksheet.
In Realased Production Order i have routing line with Work Center for subcontractor. I need to send to paiting 100pcs.
First i get lines in Subcontracting Worksheet and create purchase order but only for 70pcs.
After few days I want to create new order for 30pcs (70pcs are still not received), but system in Subcontracting Worksheet in Acction Message field gives me Change Qty. option and i can't change it.
Is there a way to create 2nd PO for one routing line?
EDIT: In Subcontracting Worksheet, Planning Flexibility field should be set to None
