Lead time calculation as it relates to ATP/CTP

I want to add a date field in the sales quote line form which would calculate the Planned Delivery Date of the item. The field would calculate as follows: Work Date + Lead time + Inbound warehouse handling time + outbound warehouse handling time + shipping time
Questions:
1.Do you need a developer license to create this field?
Navision has the following priority in regards to obtaining a value for the lead time calculation.
1.Vendor Item Catalog
2.Item Card
3.Vendor Card.
I have perfomed several tests and have determined that the value in the lead time field in the item card is not being used in the calculation to determine the Purchase Order planned receipt date, even if the Vendor Item Catalog and the Vendor Card are blank. Any assitance would be great!

Except Expected Receipt date rest of the dates are filled manually on Purchase Header.
