For Fixed Assets, Long Term investment, Share Capital it is normally historical rate. For Other Assets and Liabilities (mostly which are current assets and liabilities) it is closing rate. For P&L it is Average Rate. For retained earnings Composite/Equity Rate.
An answer for your question is that NAV is not necessary for the account and the work can be progress effectively without any trouble without that also.
