Canadian Language Modules

Hi all,
I am trying to import language modules to NAV 5.0 worldwide version. I can successfully import Belgium language modules.
But I am unable to import Canadian language module to the world wide version. I tried the preferred way of extracting language module exe and all other steps. But in the Canadian language module, it creates a folder called ENC. But in that folder, .flm file is missing.
Please advise thanx in advance.
