How to set secondary language

Hello,
I have DB and client with three languages
1) ENU
2) CSY
3) DEU
My problem is:
If something is not translated into DEU language and I switch language to DEU, CSY is used where translation is not existing. But I need use in this case ENU, not CSY. What can I do? Why CSY is selected, not ENU? Can I set something in Client? (I tried to use ENU fin.stx not CSY and no change)
