What is the refresh rate between database and webservice?

Hello everyone!
What is the rate that information entered in NAV can be available in a webservice? Is it whenever the WS is called from the site it pulls the most current information from the DB? Do you set an update time in the service (hours, days, etc.)
I'm not really familiar with this level of interaction between webservice, service, and database so if I missed an article or resource that explains it more in depth please post it. Thanks for the help.

refresh rate of data? It retrieves the latest version. And behaves just like the client.0
