Needed Quantity in Order Planning

Hi all,
I am generating the order planning on released production order. 1 of the components (say item A) is replenished with production order, which required 0.7KG of a metal (say item
. After I calculate the plan, it shows a released prod. order for item A and a purchase order for item B. What I don't understand is, why the needed quantity and Qty. to order for item B go to 1 instead of 0.7 on the order planning window?
I have set up on item card B, base unit of measure = KG, where qty. per unit of measure = 1.
On the Prod BOM line of A, it requires Quantity = 0.7, Quantity per = 0.7
Is there anything wrong with the setup?
