Transfer Order Shipment

Hi all,
While doing transfer order shipment i receive an error message stating " E.C.C. No must not be blank", I have given ECC No in all locations (both send and receive). but i am getting same message.
when i debug it showed Codeunit 13701, where it is missing ? Can any one help out..
