individualised indirect costs

Hi all,
I have a query on BOM .. I need to be able to include indirect costs (such as electricity, gas or fuel, water etc) in the production BOM of each item. I know I can include the indirect cost %, but the client requires it to be split up for each component.

for example:

Type No. Description Qty Unit of Measure Scrap % Seasonal
Item OSC002 Chocolate 30 EACH 0 No
Item HC0001 Nuts 0.093 KG 0 No
Other Water 0.5 Litre
Other Electricity 3 Unit

If u cannot use Indirect Cost % , then take them as capacity and make it part of routing.
